Hosting solution are much more expensive than buying a Mac mini at $400 for
example. For $400, we could rent:

    - a shared desktop lite 2 years.

    - a shared desktop lite for 1.5 years.

    - a dedicated for 1 year.

The shared solution has many cons like no control on the OS, 3rd party
install on request, small amount of storage 2-5GB.
When a owned solution, we can expect at least 4 years without other
costs.

We did the computation at the Foundation between hosted solution and
owned for the test server. Now the Foundation owns the Test server for
the same price as for 1 year of rental at OVH but we have more power
tests run about 10x faster, we expect to keep it for 4 years without
extra costs. This is because for such machine we don't need all the
reliability a data center offers (uptime, bandwidth etc.). It is not a
big deal if once per year a test doesn't run or if a developer can not
login.
By the way, any developer can request an SSH access on tycho even if it
is through a dynamic IP connection.
