Updating will not work properly. Maven checks to see if a required JAR
is present by looking at the name, if you don't have that JAR it asks
the repository for it. We want to prevent having to check the server on
every build to see if the timestamp has changed.

You can set the <jar> element to a name with no version in it. For a
commercial tool this might be fine.
