Currently artifacts are deployed to ibiblio. And there are about 6-7 admins right now so you can either use the admins, I'm one of them. Or you can send me a link to artifact, mail it to me, or tell me what to build. I am scrambling to get an admin application working so that developers from each project can deploy artifacts as they see fit. This will be ready for the 1.0 release but unfortunately it isn't ready now.
