Hi Andy,

You're right, this information was missing from the Cactus plugin
documentation. I am fixing this now. Actually the idea is now that the
user runs the war goal he wants (either "war:war" or "war:webapp") and
the Cactus plugin will then add what's needed to the war. Thus packaging
external jars in the war is the responsibility of the war plugin. The
Cactus plugin will add the cactus jars to the war.
