Unfortunly, there was not /WEB-INF/tlds/template.tld file at all after installation, i 
copy it there manually but i 
still can't use it because there's no org.apache.turbine.services.jsp.tags.* package 
in my turbine-2.2 distribution. 
Where can i get needed classes?
