Here's what I do. I have a conf directory under the WEB-INF file
for my Turbine app. So my directory looks like this under Tomcat:
tomcat/webapps/gecko/WEB-INF/conf
My web.xml is under the WEB-INF dir. and the properties file
is in the conf directory. So, in the web.xml file i point
to the props file like this:
conf/TurbineResourses.properties
