This is still very unclear, and from your outset I'd say overkill. If it is in 
an intranet, why split it up into plugins? Or are there several instances of 
it running?

If yes, multiple applications integrated with paster or mod_wsgi might be the 
better option (especially since webmail is covered by other tools, such as 
squirrelmail)
