Kent, I want to establish the connection with Python. I think in Linux you can use a PPPoE package to make life easier, but I don't want to use the Kernel to do that.

Are you trying to use Python to establish the connection, or do you want to access the internet over an established connection? If it is the former, I don't have an answer for you.
