Pandas uses numpy, as does many other Python packages.

From http://pandas.pydata.org/ "pandas is an open source, BSD-licensed library providing high-performance, easy-to-use data structures and data analysis tools for the Python programming language."

From http://www.numpy.org/ "NumPy is the fundamental package for scientific computing with Python. It contains among other things:

a powerful N-dimensional array object
sophisticated (broadcasting) functions
tools for integrating C/C++ and Fortran code
useful linear algebra, Fourier transform, and random number capabilities"
