I interpreted PGage's comment to be more about the gaudy excess and pointless 
navel-gazing that Olympic ceremonies and Super Bowl halftime shows became after 
that. Though I absolutely don't dispute that the idea of forcible relocation of 
"undesirables" for major events also took firm hold as well.
