Whew!  I did misunderstand.

I do know that some countries are blocked from watching shows from
other countries.  It's why I have to download torrents of American
shows that are either not shown here in Canada, or are shown months
later.  (or, okay, on premium channels sometimes).  One example is
Futurama.  When it started up again, I believe the first new episode
was broadcast in the US in the summer of 2010.  The station with the
Canadian rights decided to wait until this year to show it.  I
actually sent them an email telling them that stupid programming
decisions like that are why people illegally download shows.  They
didn't bother replying.
