I've not seen the episode yet, as BBCA is my means of access to the Top Gear mothership. I may have to wait for the DVDs, as previous sustained nation-specific piling on has been edited from TG prior to making BBCA.
Since the British press, at least the Mail, seems as interested in picking fights as in reporting, Kevin's scenario is certainly plausible. But given the nature of the trio's jokes, I'd wager that the setup was underdone. For instance, I only recall the incident involving Hammond, and while I don't watch the most TG on this list, I've seen a fair amount. So without some help from the boys, I wouldn't have gone with it being a joke on them. To be clear, again without spoiling anything, the joke was that the British presenters were going to be in need of the device, due to the fact they have been in need of one in nearly all the overseas specials (most notably Richard Hammond while en route to the Baby Jesus).
