twister has no testnet just because i never cared to implement the testnet
settings ;-)

I think testnet is always useful. even if we reach a maturity state,
testnet is a good playground for new ideas. For example, the username
confirmation mechanism we are yet to create would be a good candidate for
testnet.

So, in short, if you want to send some patches to fix the testnet settings
(define a port, another genesis block etc) i'd gladly accept.
