Please don't bump threads. You can file a request in Google Code (I don't know, offhand how to do it) but I'm already aware of this issue. I don't like buggy code either, but fully supporting UTF-8 in the Streaming API isn't the highest priority thing at the moment. Please use the Search API for the time being.
