I made the call from apigee using the credentials I used in my unit test last night (that failed to return cursor fields) and right now it is successfully receiving these cursor fields. I just got into the office (late night hacking) and will fire up my unit tests to see if there too I get the cursors. Your help and attention to this post have been great sir.
