Obviously ESET has been designed to permit network acces per program.
This issue is not a problem with ICS, it is solely a problem with ESET configuration.

And this is not a special case for ESET, almost ALL security products checking network access will behave the same: At first the block almost everything. The user has to selectively unblock what he really use. This is the only way a security product can catch an unwanted program to acces the network.
