I had to remove the local old css_styled_contend extension and delete it
from the server. After this the new version of the sysext will be
displayed and i could install it. after that anything works fine again.

The file shows that you are you using a local version of
css_styled_content which is also very old.
If you uninstall it the system extension will take over. You probably
need to empty all caches before the frontend is rendered correctly.
