Legally they are two separate bills.  Follow the first one for the 10 actions taken so far on H.R. 139. Citing S. 29 would lead to a bill that has not progressed. (It still can, separately from H.R. 139, but probably won't since H.R. 139 has reached the same point in the senate.)

At this point the last action on H.R. 139 was  "referred to the (Senate) Committee on Commerce, Science, and Transportation" on 7/15/2026. The committee did not deal with the bill during last week's markup session. The calendar has not been released for the next markup session in the committee (which would be the next time the bill could progress).
