Historically RDEK has been tied to Alberta Time. The decision being made based on doing business with people in Calgary 4 hours by road to the northeast from Cranbrook (including 2 hours through the mountains) vs Vancouver 9 1/2 hours to the west. Regardless of what their clock say, if they are going to be in sync with the closest big city they will be living on Calgary time. If someone wants to be in Calgary by noon they need to leave Cranbrook at 7:45am Calgary Time. Or they could leave Cranbrook at 6:45am Vancouver Time.
The United States has the phrase "for the convenience of commerce" written in their law for determining the division of time zones. That concept can be found in other countries as well. Setting time zones for economic reasons.
