Two mostly administrative patches tonight…

0001 reimplements the distinction in tz-art.html's references to xkcd
between "strips" and "panels", as this had gotten a bit muddied recently.

0002 uses UT timestamps in UNTIL fields to be clearer that all of Alaska
transitioned across the International Date Line at once.  This is more
easily maintainable and follows from a similar change in September 2022 for
most continental US zones.  The Juneau example given in tz-how-to.html is
also updated to match, and its commentary is updated to better reflect that
the transfer happened in the afternoon and not at midnight.
