Agreed.  Though the inherent lag is felt by the intermediate vendors
downstream and contributes to the length of the overall data lifecycle
observed by endusers.

Where we've been aware of pending changes this year, Paul and I have tried
to be proactive in reaching out to various jurisdictions and let them know
what kind of information we need to most effectively and proactively
document their changes — namely in RDEK, Northwest Territories, and Nunavik.

The main reason we hadn't reached out to Manitoba any earlier was from the
(apparently mistaken) assumption that their much longer public engagement
survey period than others' equated to any sort of soft commitment that they
wouldn't be rushing to make a change this year.  For what it's worth, once
Manitoba did make their policy announcement, I called and emailed the very
next day; however, I got no direct response from those connections.
(Admittedly, though, by that point, if they'd taken the time to respond to
my inquiries with status updates, it may have only slowed things down.)
