Completely under the control of the states, the commonwealth govt
has nothing to do with it at all, except that they can override the
territories (NT & ACT, and a few remote ones I think) territory
legislatures should they desire.
When AU was created from the states, the commonwealth were granted
specific powers (defence, international relations/trade, ...) and
everything else was reserved to the states. The states can donate
powers to the govt should they desire, but apart from making
changes to the constitution (something rarely attempted and less
often successful) that's the only way for the commonwealth to take
over something.
