So I don't think the article is saying that Kitikmeot is switching to permanent UTC-07 and Kivalliq is switching to permanent UTC-06. The map, which has been seen in other articles, is simply showing what the time zones are currently set to be on November 1st, considering Nunavut has not ended DST yet. The article actually suggests that the Kitikmeot population is leaning towards being synced with their western neighbours.
The map is based on what is happening as of now, not what it could look like if Nunavut switches to a permanent DST time zone.
