Since you pointed me at your WIP for working on CMD_BOOTx stuff on IRC,
I'd like to re-order things for merging. Lets get CMD_BOOTx support
split such that SPL can enable/disable library functionality as needed,
then enable falcon mode on secure devices once it's possible to make
sure we don't support legacy kernel images by accident of configuration.
