The ethsw command controls Ethernet switch drivers through the switch
API and does not use the network protocol stack. Its Kconfig entry is
inside the NET_LEGACY block, preventing the command from being enabled
with lwIP.

Move CMD_ETHSW outside the legacy-only block.
