My guess is it's because there's no way to attach a SICA to a type 19 or type 1 file. And, similarly, that there's no way to create entries in the SQL Catalog for them.
Nothing to stop you creating a paragraph to DELETE <<I2,FileName>> <<I3,RecordID>> and invoke same as a stored procedure, using CALL (only from a program, not from the command line).
