I'm not totally up on the UniOleDB driver, but could it be a version mis-match and it just *thinks* it's not a Universe database? Check specific versions of driver and DB on both systems.

This part of the setup - well, all of the setup, is Identical on both boxes. Yet the old box works and the new box does not.
