The syntax for CREATE.INDEX is CREATE.INDEX filename fieldname. Your field name is 
"1". What will happen is that a directory called I_filename will be created, the 
actual index will be a file called INDEX.nnn in that directory, and the mapping from 
your field name is recorded in a (binary) file called INDEX.MAP.

Possibilities for this error are that you don't have permission to create I_filename 
directory, you don't have permission to create the INDEX.nnn file within that 
directory, or it's objecting (on priciple) to a name that doesn't begin with an 
alphabetic character (perhaps because such an index would not be accessible via ODBC 
because of ODBC naming rules).

If permissions aren't the issue, try creating a synonym (or use an existing synonym) 
for field number 1, one whose name begins with an alphabetic character, such as "A1", 
then try indexing on that.
