I got my answer from support on the PORT.STATUS problem. What needed to be done to allow non root users to view a complete PORT.STATUS was to
chmod u=rws /usr/bin/ipcs chmod u=rws /usr/ibm/uv/bin/list_readu This does a 'suid' to those files.
