Your code for accessing frames isn't the issue there - you need to wait
until the page is loaded before doing anything with it.
Try the following modification:
var tab = Application.activeWindow.open(Utils.url(url));
tab.events.addListener("load", function() {
jQuery("frame[name=body]", tab.document).html("DUANE WAS HERE");
});
