Your numbers are almost identical to one of our links. Pulling a TCP bandwidth test from a CCR1009 plugged in on each side we get 700 megs. We use the CCR1009 to bond two backhauls together for failover when it rains. Anyone telling you these things do not fail in the rain is crazy or lives in the dessert.
If you have a Mikrotik router behind it, you can do a bandwidth test to btest.planetcoop.com user/pass: btest. This is s public testing server setup by a nice ISP in northern US.
