I've never found a reason to use hotspot in a fixed environment. Billing suspension without hotspot should be easy. Radius server sends a "Mikrotik-Address-List" attribute that puts that customer into a "suspend" list. Addresses in that suspend address list get redirected to the on-Mikrotik proxy. That proxy is configured to only allow people to go to their billing system.
