I've never found a reason to use hotspot in a fixed environment. 

Billing suspension without hotspot should be easy. Radius server sends a 
"Mikrotik-Address-List" attribute that puts that customer into a "suspend" 
list. Addresses in that suspend address list get redirected to the on-Mikrotik 
proxy. That proxy is configured to only allow people to go to their billing 
system.

We use Visp billing and one of their features is hotspot authentication. Kind 
of a halfway house to pppoe with less work. Eventually we'll do the whole thing 
but with thousands of customers that takes time. Without hotspot (where the 
billing system authenticates like radius) auto-suspends don't happen and we get 
50-100 payment suspends a day that we have to support manually so we're very 
motivated to get the whole network under radius MAC authentication and 
eventually full billing control from PPPoe.

The 6.1.8 beta branch has some stability improvements that could help here, but
