What if we say that windows takes that space for flexibility as well ? It's true that we do have more apps installed in Linux than Windows. But it's also true that we have more visual beauty pre-shipped with Windows than Linux. The default look of Ubuntu is somewhat equal to Windows 98 in my opinion.
