If you want to meet some Ubuntu people and you want to speak English you can consider to go to fosdem: http://fosdem.org/2010/ That's a European meeting for free and open-source software developers, there also is an Ubuntu stand. They only speak English there. Specific ubuntu-be meeting (like release-party's) are most of the time in Dutch or French.
