I've replied on the bug, but to clarify here: This is a feature request; it discusses the addition of new functionality to a Long Term Support release of Ubuntu. Generally, features are not added in stable release updates. You might be able to construe "SAMBA does not support password lockouts" as a security hardening mechanism, but I think it would be a stretch to fit it under the definition of "Bugs which may, under realistic circumstances, directly cause a security vulnerability.".
