Public bug reported:

datalad 1.3.1-2 has been stuck in stonking-proposed for ~151 days:
missing build (arch:all, built on amd64).

https://launchpad.net/ubuntu/+source/datalad/1.3.1-2/+build/32846838

  Processing dependencies for datalad==1.3.1
  Searching for keyrings.alt
Download error on https://pypi.org/simple/keyrings.alt/: [Errno -2] Name or
service not known
error: Could not find suitable distribution for
Requirement.parse('keyrings.alt')

debian/rules runs "setup.py develop --install-dir bin" (from
override_dh_auto_configure via the upstream Makefile, and again in
PYBUILD_BEFORE_TEST). python3-keyrings.alt 5.0.2 is installed and
pkg_resources resolves it, but easy_install's dependency processing in
setuptools 78 doesn't match the "keyrings.alt" requirement with the
installed package (the environment indexes it as "keyrings-alt") and
falls back to downloading from PyPI, which fails without network.

Fix (1.3.1-2ubuntu1): pass --no-deps to "setup.py develop" in both
places; the dependencies are already build-dependencies. Reproduced and
verified the configure step in a stonking chroot; full build being
verified with a PPA build.

Debian has 1.3.1-2 in testing (built with older setuptools) and 1.6.5-1
in unstable; a new upstream version is too late for this cycle.
