Public bug reported:
1. Open Dolphin.
2. Click hamburger menu.
3. More -> Show Menubar with All Actions
4. Menubar is now enabled
5. Close Dolphin
6. Re-open Dolphin
7. Menubar is no longer enabled
There is no way to enable the Menubar and keep it enabled as a
preference.
