Marking as incomplete until a consensus is reached.

According to the Debian Policy Manual:

This [Recommends] declares a strong, but not absolute, dependency.
The Recommends field should list packages that would be found together with 
this one in all but unusual installations.

Packages should avoid dependencies unless they are essential for
installing/running the application.

During last October, Debian changed APT's policy to treat recommends as
dependencies for installation. Ubuntu Intrepid followed on this policy
in May. Note that APT will not complain about unsatisfied recommends on
your system and will make no attempt to install them if they are
missing. The new policy does not affect previous Ubuntu releases,
including 8.04.

If your system does not install recommends by default for newly
installed packages, please check your settings and file a bug if
necessary.
