This [Recommends] declares a strong, but not absolute, dependency. The Recommends field should list packages that would be found together with this one in all but unusual installations. During last October, Debian changed APT's policy to treat recommends as dependencies for installation. Ubuntu Intrepid followed on this policy in May. The new policy does not affect previous Ubuntu releases, including 8.04.
