yes, I'm quite sure it must have something to do with desktop effects,
transparency and the plasmoids in the background.

First, the problem disappears with desktop effects disabled. The second
thing is that the highg cpu load seems to be connected with the weather
plasmoid, since I've seen cpu load rise permanently when the konsole
window overlaps the weather plasmoid, however this was not perfectly
reproducible, sometimes it seems to be the problem, sometimes cpu load
stays down.

I've also tried yakuake, and it seems to be the same problem there, as
it uses konsole's backend. When I configure yakuake to use a screen area
with no plasmoids underneath, load stays low, if it touches the weather
plasmoid somehow, load rises to 60 % permanently.
