Actually the postinst runs update-dlocatedb & which only renames the file to the official name when it's finished generating it. I think it's safe to say this is by design, although one could argue about how to make it fail in a more transparent way if dlocate is run before the file exists. /* era */ -- If this were a real .signature, it would suck less.
