I've further narrowed down when the problem was introduced by using historical builds and upgrading small subsets of packages.
The package that caused it to break was xserver-xorg-core. The last functional version was 1:1.5.99.902-0ubuntu7. It first broke at 2:1.6.0-0ubuntu1.
