userconfig is the first application, passwd is the second -- those are two 
different ways to do the same namely changing a user's password.

It's not _for_me_ not supported, it's what the application supports.

How should I not enable using passwd while userconfig is running?

Anyway, I've submitted a fix which should work for your usecase, but changing 
other stuff (such as which groups you're in) while userconfig is running, 
will still reset to the situation when userconfig was started. You have to 
restart userconfig to pick up changes made in the meantime. We do not 
guarantee anything else.
