This bug tracker is for tracking bugs in source packages in Ubuntu, not for issues with the Ubuntu archive or anything else. We mark bugs as Fix Released when the *source code* is uploaded. Some time later, binary packages are available that actually include the fixes; some time after that, they may even be installable. In the case of removed packages, they are eventually removed by the archive when they expire.
