No it isn't.
This bug tracker is for tracking bugs in source packages in Ubuntu, not
for issues with the Ubuntu archive or anything else.
We mark bugs as Fix Released when the *source code* is uploaded.
Some time later, binary packages are available that actually include the
fixes; some time after that, they may even be installable.
In the case of removed packages, they are eventually removed by the
archive when they expire.
However none of that changes the fact this is the bug tracker for the
Upstart *source package*, check the URL, it even contains /+source/ in
it.
