This problem isn't fixed!
To reproduce it you need a unmountable location in fstab
I have added this:
/dev/sr0 /media/cdrom0 iso9660,udf defaults 0 0
And upstart didn't start dbus, and pretty much anything else
luckely I did remember that change.
