Andy, if network-manager shows wireless disabled, then this is most likely a killswitch problem.
Can you run the command in comment #4 to add specific debugging information for your system? In your case, you'll probably see a Network Manager log message in /var/log/daemon.log which states that the Wi-Fi card kill switch is disabled. Please make sure you have the latest updates installed also, as there've been recent fixes made to some of the Dell platform drivers which control the Wi-Fi kill switches.
