Same here. I get a transfer rate of about 8-10 MBPS. On 9.04, I used to get 25-30 MBPS. I have the following configuration:
Karmic Kaola 64 bit. USB hardware is 2.0 on both the motherboard as well as external HDD. I am using 2.6.31-16 generic kernal. Haven't tested it with the previous versions, although, I do remember it being a bit faster in 2.6.31-14 kernal.
