Public bug reported:

Binary package hint: yelp

Help 2.28.0
Ubuntu 9.10

When I click 'System > Help and Support' (or when I click 'Help' from
within an application), the help dialog box takes several seconds to
load, during which the system seems heavily taxed. It seems to me like
the contents of the Help system are all being loaded into memory as the
dialog opens. Maybe a splash screen, or segment the contents of the
Help system to allow it to load smaller chunks rather than have such a
delay?
