No, not the same bug, but there are probably relations between them. I've been having problems with Plymouth with and without disabling KMS (booting with 'nomodeset') and also the other way around.
Uninstalling Plymouth gives me a usable system, but I'm pretty sure that there are issues with KMS and my Xpress 200M as well, because of the 'nomodeset'.
