I just noticed the upstream bug report. It seems fairly clear to me that the old behavior was a side effect of poor edid interpretations by the user-mode setting support. The new, more accurate behavior in kernel- mode setting support is interpreting the edid parameters correctly and only allowing resolutions that are strictly supported by the edid timings. It is possible that 1024x768 could be coded as a default value in X, but that's an X development issue (and likely would not be accepted as reasonable).
It's still possible to create your own mode using xrandr, but there won't be support for 1024x768 output on this device by default.
