It is definitely a problem, however I have found a solution by 
Logout first, then shut down from the splash screen

HI Bernhard, It's not practical for me to re-install because i am
currently traveling around Mexico with only limited internet access.

It worked fine on 9.04, i actually had very few problems on 9.04.  Since
upgrading to 9.10 it's been one thing after another but this is the
single most debilitating bug.  I can live with the rest.

I have a usb stick with ubuntu on it, i'll try and boot to the live
image and see how it behaves on that.
